I was casting circle of protection to level up my restoration and My character,which is a werewolf with the atronach stone plus all perks from the alteration tree,really high in the magic absorption,was somehow absorbing magika from inside the barrier of circle of protecion and I could just throw whatever magic I got in the other hand,while inside the barrier.

The magi absorbtion didnt even let my magic drain while I cast with the other hand! I could hold a pot in the air with the telekinesis spell,indefinetly thus getting levels in the alteration tree pretty quick. Problem was that after a while it just stop working alltogheter. No longer does my character absorb magika form the same circle of protection spell and I dont know why or what happened.

Was it a glitch? It can be absorbed just like a regular guardian circle spell. If you meant summoning scrolls to recover magicka, then probably I haven't tested this personally but I do know that the scrolls will fail just like anything else. So it stands to reason that it would recoup the scroll's base cost of the spell just like the staff would. I can test this later if this was your question. It won't be any better than using a potion though. Ultimate potion of magicka restores magicka, conjure storm thrall has a base cost of and the scroll is very rare Both weigh the same so for practical purpose the potion would just be better.
