This article is more than 4 years old. HS1 owns and manages four stations on its route, including St Pancras in London. Construction began on the southern section in October , with Union Railways South overseeing the delivery on behalf of the customer, Railtrack, while LCR retained control of section two to develop the design further.

Rail Link Engineering, a consortium consisting of Arup, Bechtel, Halcrow and Systra, was appointed as delivery partner for the line and acted as construction manager for some of the works.

The UK endured two exceptionally severe winters during the programme, which made the earthworks in particular very challenging. Delivery was also complicated by a decision to take the railway right through Ashford town centre, instead of around it. Construction was well under way, with preparations also being made for section two to begin, when Railtrack collapsed. Then-transport secretary Stephen Byers placed Railtrack into administration in October , at which point the responsibility for completion of the railway reverted back to LCR.

RLE was project-managing the refurbishment and was responsible for the engineering and procurement. Ms MacAdam initially came in to manage the commercial aspects of the job, but soon took over as the project manager. As she arrived, the team was going through a process of realigning the contracts, having now gained access to the Barlow Shed and learned that the work would be more complex than anticipated.

Ms MacAdam says the team had to ensure certain contingencies were in place to help manage unforeseen problems. They might not have concluded, if you ask them, that they got the best financial deals, but at the end of the day they became acceptable deals to both parties without a lot of the friction and claims that often arise on contracts. I think before we opened the railway we closed out all the civil engineering contracts, which was probably the first big project that had ever happened on — certainly in this country.

The need to work closely with stakeholders is paramount — and something HS1 did well. HS2, however, got off to an inauspicious start on this front, particularly with Camden Council and the local residents around Euston. For Ms MacAdam, communication was crucial.
